Business Owner Saudization: How to Count Yourself as an Employee

You just got your Commercial Registration (CR). You are ready to request visas for your Filipino baristas. You log into Qiwa. Blocked. “You must have at least 1 Saudi employee.” Your heart sinks. You budgeted for rent, equipment, and beans. You did not budget 4,000 SAR/month for a Saudi receptionist just to sit there.

Good news: You don’t have to. This is where Business Owner Saudization saves the day.

If you are a Saudi solopreneur, you count as that employee. This is the “Owner Trick” (or properly, the Owner-Operator Exemption). It allows you to unlock your first block of expat visas without hiring anyone else. But be careful—if you do it wrong, you won’t just get blocked on Qiwa; you’ll block your own bank account.

1. The Golden Rule: No “Double Dipping”

The Nitaqat system is linked to your National ID.

  • The Scenario: You work at a bank during the day and want to open a coffee shop at night.
  • The Reality: Your bank already counts you as “1 Saudi” for their Nitaqat rating. You cannot count twice.
  • The Result: Your coffee shop will remain in the Red Zone (0 Saudis) until you hire someone else.
  • The Fix: The “Owner Trick” only works if you are Unemployed (student/housewife/retired) or if you resign from your day job.

2. The “Establishment” Shortcut (Free Nitaqat)

If your legal entity is a Sole Proprietorship (Establishment/Mu’assasah):

  • How it works: You do not need to register yourself in GOSI.
  • The System: The Ministry of Human Resources (MHRSD) automatically sees that you own the CR and have no other job.
  • The Benefit: They credit you as 1 Saudi Employee.
  • The Cost: Zero. You get your Green Zone status for free. You can now issue up to ~5-9 expat visas (depending on the exact “Small A” limit at the time) without paying a Saudi salary.

3. The “LLC” Cost (The 880 SAR Fee)

If your legal entity is an LLC (Sharika) with partners:

  • The Difference: Partners in an LLC do not automatically count.
  • The Fix: You must register one partner (usually the General Manager) in GOSI as a “Subscriber.”
  • The Wage Rule: To count as 1.0 point, the registered wage must be 4,000 SAR.
  • The Bill: You must pay the GOSI subscription fee (approx 22%) on that 4,000 SAR.
    • Cost: ~880 SAR/month.
    • Verdict: It’s not free, but it’s much cheaper than hiring a real employee.

4. The “Student” Warning

I see many university students opening cafes (which is great!).

  • The Risk: If you use the “Owner Trick” (especially if you register in GOSI for an LLC), the government sees you as “Employed.”
  • The Consequence: Many universities will cut your monthly student stipend (Mukafa’ah) because you are no longer just a student; you are a business owner earning income.
  • The Math: If your stipend is 840-990 SAR, you need to decide if the business savings are worth losing that cash.

5. Wage Protection System (WPS)

If you hire a real Saudi, you must transfer their salary via the bank to pass WPS.

  • For Owners: You are Exempt.
  • You do not need to transfer 4,000 SAR from your left pocket to your right pocket every month. The system knows you are the owner. Just pay the GOSI bill (if applicable) and ignore the payroll file for yourself.

6. How Fast Does It Work? (The “Monday” Rule)

You quit your job on Tuesday. You check Qiwa on Wednesday. Still Red.

Don’t panic.

  • The Cycle: Nitaqat usually updates its database over the weekend.
  • The Unlock: Check your account on Monday morning. You should see your status flip to Green (Low/Medium).
  • Action: As soon as it turns Green, issue your visa blocks immediately. Don’t wait.

The Verdict: Use It, Don’t Abuse It

The “Owner Trick” is a legitimate government incentive to encourage entrepreneurship. It gives you a runway to launch your business with low overheads.

My Advice:

Use this exemption for your first 6-12 months. Once your coffee shop is profitable, hire a real Saudi barista. It helps the economy, improves your customer service (locals love seeing locals), and secures your Nitaqat rating permanently.
